On February 9, the Artesia City Council formally adopted the Housing Element after months of review, public engagement, revisions, and coordination with the California Department of Housing and Community Development Department (HCD). On March 5, HCD officially certified the Housing Element, completing the process and advancing the City’s housing initiatives.
Throughout the process, the City navigated crucial staffing transitions within the Community Development Department while continuing to advance this critical policy document. Despite these hurdles, City leadership and staff remained focused on meeting state requirements while ensuring the Housing Element reflects the community’s needs.
The City extends its sincere appreciation to HCD for its partnership and diligence. HCD staff worked collaboratively with the City team through the final stages of review, demonstrating flexibility and commitment during the critical final stretch to secure certification.
The 6th Cycle Housing Element outlines the City’s strategy to plan for and accommodate its Regional Housing Needs Allocation (RHNA), promote equitable housing opportunities, and remove barriers to housing development.
