City of Artesia Updates Paid Parking and Preferential Parking Permit Programs

What the City Announced

The City of Artesia has approved several updates to its Paid Parking Program and Preferential Parking Permit Program to improve parking management, simplify the permit process, and modernize the way parking is administered throughout the community. The changes reflect new parking technology and create more consistent parking regulations for residents, visitors, and businesses.

Beginning with the implementation of the updated paid parking program:

All paid parking areas will have a standardized rate of $2.00 per hour.

The “first hour free” parking benefit previously established to assist business recovery during the COVID-19 pandemic will be discontinued.

The City will continue expanding the use of modern payment options, including application-based parking systems that allow drivers to pay using their mobile devices. These systems use vehicle license plate numbers rather than printed receipts, making parking more convenient and improving enforcement.

The Preferential Parking Permit Program is also being updated to make permits easier to manage and provide greater flexibility for residents.

Households will now be eligible for up to three residential parking permits.

Residential parking permits will cost $10 per permit per calendar year.

Residents seeking parking permits will have the convenience of applying online for a permit, eliminating the need to visit City Hall.

Residents may purchase 24-hour guest parking passes for $4 per pass, with no limit on the number of guest passes that may be requested as needed.

The City will transition from printed permits to a license plate-based system, eliminating the need to display physical permits in vehicles.

The existing Alburtis Street Preferential Parking District has now been formally incorporated into the Artesia Municipal Code.

The updated ordinance also establishes a formal process for neighborhoods interested in creating a Preferential Parking District. Residents may submit a petition requesting a new district. Petitions must include signatures from all residents living on properties that directly abut the streets within the proposed district. After City staff verifies the petition, it will be reviewed by the Public Safety Commission before being considered by the City Council at a public meeting. The City Manager, or their designee, may also initiate proposals for new districts, which will follow the same public review process.
